The Health and Human Services Council is the multi-purpose collaborative body (MPCB) for Midland County, which processes various federal and state initiatives. It is made up of the head of the local Family Independence Agency, the director of the Health Department, the executive director of United Way and the executive director of Family and Children Services of Midland, plus some at large members.
The state asked each county to form an MPCB to carry out the concept of increasing local control of programming in social services. As the federal government is asking the states to take on more specific responsibilities for programming, so the state is asking the counties to be more involved in local implementation of various initiatives.
As an initiative comes down to an MPCB, the council decides how the county will handle that initiative, its funding and programming implementation. Not only is the MPCB to process initiatives, but also it is to have a vision of where the county needs to go to meet the needs of its citizens and to be able to adapt initiatives to fit those needs as the opportunity arises. To that end, our MPCB, the Health and Human Services Council, has done extensive survey and research work, resulting in the "Midland County Health Assessment and Improvement Initiative" paper.
